Decoding the BACS decree

What is the BACS decree?

The BACS (Building Automation & Control Systems) decree requires the installation of automation and control systems for commercial buildings with a power rating of over 290 kW. It supplements the Tertiaire decree, complies with the European EPBD Directive and aims to:

  • Better energy management in buildings.

  • Reduced energy consumption.

  • The transition to smart buildings.

Which buildings are affected?

The decree applies to all tertiary buildings whose heating, air conditioning or ventilation systems exceed a nominal power of 290 kW.

Deadlines to be met

  • 1 January 2025: All affected buildings must be equipped with compliant systems.

  • Penalties: Inspections will be carried out, and offenders may face financial penalties.

Why is simple compliance insufficient?

Se limiter à répondre au décret, c’est passer à côté d’opportunités stratégiques.

Installing a BMS just to meet legal requirements can result in:

  • Unprofitable costs: An uncontrolled BMS does not generate significant savings and ultimately leads to waste.

  • A lack of long-term vision: Without a strategy, the installation is likely to become obsolete quickly.

Key questions to ask before integrating a BMS:

  • What are my short- and long-term energy objectives?

  • Is my property portfolio ready for automated management?

  • What control services will accompany the installation to guarantee the results I expect?
